That is, in fact what is happening...in 2 of the regions, there is a play-in game between 16-17 seeds with the winner playing the #1 seed in the opening round. In the other 2 regions, the play-in games will be between 12-13 seeds, with the winner playing either the 4 or 5 seed. Check out CBS sportsline's bracketology, it shows how the whole thing will look.
